This is a very common problem, and the answer to your questions depends on what is causing the dark circles. In many instances, the darkness is due to shadows caused by the adjacent puffiness. In these cases, lower eyelid surgery (blepharoplasty) is the solution. There are, however, patients who have lower lid pigmentation as a result of genetics. Unfortunately, the only answer is makeup as there are no surgeries or non-invasive technologies that are effective in dealing with this problem.

Dark circles are quite complex and there are number of factors depending on the patient. The main causes are volume loss, poor circulation, and hyperpigmentation. The most common cause is when someone loses fat volume due to aging, and this causes a shadow effect as the light reflects differently from different angles causing a dark appearance of the eyes. This can be easily corrected with a dermal filler. I personally like Restylane or Restylane Lyft in most cases. When injected properly, this can restore the lost volume and have a tremendous effect. Hyperpigmentation is caused when the skin darkens for various reasons, including sun exposure, trauma, acne scars, etc. This can be treated with a bleaching cream. The last cause, which is least common, is when someone has poor lymphatic drainage. This is due mostly to genetic factors. I like the Venus Freeze for this because it helps to clear out the lymphatic congestion found in this area. The results are more temporary but it can be maintained and it is quite pleasant when having this procedure done, so it is quite worth it.
