Tiny white spots on skin.

I have light-brown/olive colored skin and I have always noticed that I had white dots over certain parts of my body close to where hair strands are. Even if I tan those "dots" are still there. Is having hair there the reason? Will hair removal remove them?
Are freckles hereditary?

I have very fair skin and have had freckles on nearly my entire body, all my life. I was adopted, and so don't know whether my biological parents had freckles. Is it likely that my children will have freckles, or is only skin tone passed genetically
